Once again its not your suggested diagnosis but your explanation of egr working on decel. Your suggestion worked like magic! Instead of the Carb Cleaner, I used the Throttle body cleaner which is meant to clean Throttle body only. This should loosen up some nice black gunk around where the valve usually touches the walls of the throttle body.
