I checked all connections going to the rear and they were not blocked. Front brakes seem to be working fine. They seem to be working fine at the moment they stop when the pedal is pressed and do not stay engaged when the pedal is released. If the truck is not running the abs thing does not get power to open for the fluid to flow i guess.

I think your right, the ABS unit isn't allowing fluid to the rear brakes. no lack of or little fluid witnessed, it seem fine.
